The Senate met at 10:10 a.m. pursuant to adjournment and was called to order by the President.

SENATE RESOLUTION 17
Senator Zaffirini offered the following resolution:
WHEREAS, The Senate of the State of Texas is pleased to recognize the members of the Washington's Birthday Celebration Association and the association's president, Richard R. Valls, Jr., on their successful annual planning of the celebration of Washington's Birthday in Laredo; and
WHEREAS, Every year, the citizens of Laredo celebrate the birthday of the Father of Our Country; the Washington's Birthday Celebration Association sponsors the celebration to pay tribute to the memory of George Washington and to his virtues and his patriotism; the 110th Celebration will take place from January 18 through February 18, 2007; and
WHEREAS, Since its beginning as a two-day event in 1898, the Washington's Birthday Celebration gradually has evolved into a grand celebration entailing numerous events in the United States and in Mexico; spectators and participants enjoy marching bands and floats, spectacular fireworks displays, food, games, and entertainers from both sides of the border; and
WHEREAS, The yearly celebrations exemplify the spirit and enthusiasm of Laredoans and the pride they take in their city and country; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 80th Legislature, hereby commend the members of the Washington's Birthday Celebration Association on their patriotism and their dedication and extend best wishes to them for a joyous 110th birthday celebration; and, be it further

Senator Van de Putte offered the following resolution:
WHEREAS, The Senate of the State of Texas joins the citizens of San Antonio in mourning the loss of Mary Cruz, who died on November 24, 2006, at the age of 81; and
WHEREAS, Mary Cruz lived a life of dignity and integrity and gave unselfishly to others; she was always there to listen, and her valued counsel will not be forgotten by those who knew her; and
WHEREAS, Known for her warmth and generosity, she often took the time to wipe away a tear or to offer a hug if needed; and
WHEREAS, Mary Cruz was a devoted wife, mother, and grandmother who always put her family's needs before her own; she will continue to live in the hearts and minds of those she left behind, and her memory will be cherished forever by her family and many friends; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 80th Legislature, hereby extend sincere condolences to the bereaved family and friends of Mary Cruz on her tragic passing; and, be it further

SENATE RESOLUTION 24
Senator Van de Putte offered the following resolution:
WHEREAS, Aleena Virginia Jimenez was a familiar figure around the Texas Capitol; a beautiful and precocious five-year-old, she was the beloved granddaughter of Senator Frank Madla and often accompanied him while the Legislature was in session; and
WHEREAS, Aleena was a sociable little girl whose radiant smile and sparkling eyes lit up any room and captured the heart of everyone who met her; she had boundless energy and found great joy in life; and
WHEREAS, Aleena was born in San Antonio on October 17, 2001; sadly, she died on November 25, 2006, following the fire that took the life of her devoted grandfather and great-grandmother; and
WHEREAS, Though her parents deeply mourn the death of their precious child, their hearts are filled with the memory of the happiness their daughter brought into their lives and into the lives of all who knew her; and
WHEREAS, The loss of Aleena, her grandfather, and her great-grandmother is a profound tragedy for the Madla and Jimenez families; it is also a loss deeply felt by the members of this chamber, who loved Aleena, and who join her family in mourning her death; now, therefore, be it

Senator Lucio offered the following resolution:
WHEREAS, The Senate of the State of Texas joins Texans across the state in mourning the loss of the Honorable Frank L. Madla, Jr., who died November 24, 2006, at the age of 69; and
WHEREAS, Born in Helotes, Texas, on January 23, 1937, Frank Madla was a highly distinguished, longtime state lawmaker whose career spanned more than three decades and included service in both the Texas House of Representatives and the Texas Senate; and
WHEREAS, Following a 10-year career as a schoolteacher, Frank Madla joined the Texas House of Representatives in 1973 and quickly became known as an outspoken advocate for health care and education issues; after 20 years of service in the House, he was elected to the Texas Senate, where he served with distinction for the next 13 years; and

WHEREAS, His leadership in the Senate included his longstanding, valuable service as chairman of the Intergovernmental Relations Committee; during the 79th Legislature, he also served as a member of the State Affairs, Finance, Natural Resources, and Transportation and Homeland Security Committees; he was a member of the Joint Committee on Oversight of the Edwards Aquifer and was a member of the Select Committee on Agriculture and Coastal Resources; he served as president pro tempore ad interim following the 79th Regular Session and was Governor for a Day on April 1, 2006; and
WHEREAS, Senator Madla was dedicated to his work as a lawmaker and received numerous accolades throughout his legislative career; his honors included the Lifetime Achievement Award from The University of Texas at San Antonio Hispanic Research Center and the Advocacy Leadership Award from the Texas Hospital Association; he was named Legislator of the Year by the Association of Rural Communities in Texas and Outstanding Legislator by the Texas Police Chiefs Association; and
WHEREAS, Noted for his political courage and bold decision making, his legislative efforts were a reflection of his heart and his values, and he represented Senate District 19 with skill and loyalty; and
WHEREAS, He carried legislation to improve the wine industry in Texas and to establish a new Toyota manufacturing plant in San Antonio, adding billions of dollars to the state's economy; he helped San Antonio to establish SeaWorld and a new Spurs' arena, and he was dedicated to taking care of the rural portions of his Senate district; he considered his crowning legislative accomplishment to be the passage of his bill authorizing the creation of the South Side Texas A&M University campus and his pivotal role in gaining legislative approval of bond funding for the project; and
WHEREAS, Senator Madla was an exemplary gentleman who was highly respected for his many achievements on behalf of the citizens of his district and on behalf of his state; in 2006, he received Bexar County's highest honor, the Hidalgo, for his 33 years of outstanding service in the legislature; and
WHEREAS, Well known for his dedication to his family and his community, he gave unselfishly of his time to others; he was exceptionally generous and often helped the poor and the otherwise needy; he was a deeply religious man and was a member of the Catholic faith; and
WHEREAS, He was preceded in death by his father, Frank Madla, Sr., and was joined in death by his much beloved granddaughter, Aleena Virginia Jimenez and by his mother-in-law, Mary Cruz; and
WHEREAS, Frank Madla was devoted to his wife, Helen, and was beloved for his warmth and wisdom, and his family and friends will continue to live with deeply cherished memories of his life and his many accomplishments; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 80th Legislature, hereby extend sincere condolences to the bereaved family of Frank L.
