WHEREAS, The Senate of the State of Texas is pleased to recognize the Hispanic Mother-Daughter Program at Thomas Jefferson Intermediate School in the Beeville Independent School District; and
WHEREAS, The Hispanic Mother-Daughter Program strives to foster self-esteem, leadership skills and a desire to pursue education by providing the participants with important information and support services to reach their goals; and

WHEREAS, The 16 fifth-grade and sixth-grade students involved in the Hispanic Mother-Daughter Program were recommended for participation by their classroom teachers; the students and their mothers attend workshops each Saturday morning from November through May; at these gatherings, motivational speakers make presentations on goal setting, self-esteem, peer pressure, careers and study skills; in addition, each girl is assigned a mentor from the professional community; and
WHEREAS, At the conclusion of the school year, the Hispanic Mother-Daughter Program participants take a field trip to Austin, where they attend several educational and cultural events; and
WHEREAS, This valuable program is an innovative project which undoubtedly helps young women to reach their highest aspirations; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 78th Legislature, hereby commend the teachers and staff of Thomas Jefferson Intermediate School for sponsoring the Hispanic Mother-Daughter Program and extend to them and to the program's participants best wishes for much future success.

(b)iiThe amount of money disbursed by the department from all sources during a federal fiscal year to pay the costs of contracts under this section may not exceed fifteen percent of the obligation authority under the federal aid highway program that is distributed to the state for the fiscal year.

(1)iiensure that disadvantaged and small businesses have an opportunity to participate in the performance of the contract; and
(2)iiuse the same procedures that exist for removing barriers to participation by disadvantaged and small businesses in other department construction and design contracts.
(b)iiIf a service performed as part of a contract under this subchapter is funded by a state revenue source, the department shall comply with the historically underutilized business requirements under Chapter 2161, Government Code.

Senator Nelson offered the following resolution:
WHEREAS, The Texas Institute for Health Policy Research was established in 1964 to focus on policy research and to study and evaluate the emerging health care environments; it is a statewide, nonpartisan, nonprofit organization serving as an honest broker catalyst for improvement in the health of Texans through education in health policy options and grassroots community-based solutions; and
WHEREAS, The development of a shared vision of health and health care delivery for the State of Texas is important to improving the state's quality of health care; and
WHEREAS, The Texas Institute for Health Policy Research will establish a forum for dialogue among the leaders of Texas' health care providers, payers, and consumers for informed decision-making as part of its Shared Vision Project for Health Care; and
WHEREAS, There is no public model for delivery of health care services or a vision for what a model should be in Texas; and
WHEREAS, All stakeholders are dissatisfied, to varying degrees, with the current "system" of health care delivery; and
WHEREAS, To forge a new and shared vision, each stakeholder must be prepared to accommodate changes to achieve a common good; and
WHEREAS, The Texas Institute for Health Policy Research has recruited a unique advisory panel of stakeholders from diverse backgrounds to provide leadership in the development of Texas' first shared vision for health care; and
WHEREAS, The advisory panel is comprised of community leaders, health care providers, health care suppliers, and consumers and of representatives from the fields of banking and finance, insurance, public health, government, academia, and business; and
WHEREAS, This advisory panel represents the only statewide effort to bring all stakeholders together to provide leadership in developing innovative products and ideas to improve the state's quality of health care; and

WHEREAS, The Shared Vision Project for Health Care provides a nonpartisan policy development resource for advocacy organizations and policy decision-makers in Texas; the Texas Institute for Health Policy Research will maintain an honest broker role in serving as the catalyst for collaboration between and among the varied stakeholders; and
WHEREAS, Strong support and encouragement for the Shared Vision Project for Health Care have come from Ashley Smith, a member of the Executive Committee of the Texas Hospital Association Board, and from the Texas Health Care Council; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 78th Legislature, hereby congratulate and commend the leadership of the advisory panel members and the Texas Institute for Health Policy Research and welcome them in their endeavors to provide input, recommendations, innovations, ideas, and solutions regarding problems and issues that arise in the development of health care policy in Texas, via their Shared Vision Project for Health Care; and, be it further
RESOLVED, That the participants of the Shared Vision Project be encouraged to provide written and oral public testimony regarding legislative health care policy and to contribute input to appropriate state boards, state agencies, and state institutions that are establishing and implementing health care policy in the State of Texas; and, be it further
