SEVENTY-EIGHTH LEGISLATURE — REGULAR SESSION
AUSTIN, TEXAS
PROCEEDINGS
FORTY-FIRST DAY
(Thursday, March 27, 2003)
The Senate met at 10:00 a.m. pursuant to adjournment and was called to order by the President.
The roll was called and the following Senators were present:iiArmbrister, Averitt, Barrientos, Bivins, Brimer, Carona, Deuell, Duncan, Ellis, Estes, Fraser, Gallegos, Harris, Hinojosa, Jackson, Janek, Lindsay, Lucio, Madla, Nelson, Ogden, Ratliff, Shapiro, Shapleigh, Staples, VanideiPutte, Wentworth, West, Whitmire, Williams, Zaffirini.
The President announced that a quorum of the Senate was present.
The Reverend Charles Foster Johnson, Trinity Baptist Church, San Antonio, offered the invocation as follows:
Dear Lord, accept our thanks for this day and for the stunning opportunities it holds for this august body of Senators to effect Your justice in our land. We await eagerly the reward of heaven, but give thanks to You that You have seen fit in Your mercy to grant us a plentiful preview of it right here in our great Lone Star State.
This day, grant these leaders the humility to remember that they are servants of the people. This day, grant them the courage to make tough decisions, the kind that are based on truth–not party loyalty or political correctness. This day, grant them the wisdom to realize that the greatness of this state or any state is determined by how the "least of these, our brothers and sisters" are treated. This day, grant them the grace to give a little in order to get to "yes" about the thorniest issues of our day. May these Senators understand that justice denied for any of our citizens is ultimately justice denied for all of us.
We would be remiss before You if we did not look this day beyond our state to our global community. We lift up our leaders, our troops, including, Lord, my own son, our friends, and, yes, our enemies to You, asking that a just and democratic peace befall the troubled region of Iraq. Soon, Lord, soon.
It is a privilege to pray for these Senators. May they work, plan, wrangle, discuss, disagree, and agree fairly, knowing that it's not important for You to be on their side, but, rather, for them and all of us to be on Your side. Amen.
Senator Whitmire moved that the reading of the Journal of the proceedings of yesterday be dispensed with and the Journal be approved as printed.
The motion prevailed without objection.
