PROCEEDINGS

The Senate met at 1:00 p.m. pursuant to adjournment and was called to order by the President.

The President announced that a quorum of the Senate was present.

Supreme artificer of the universe, vouchsafe Thine aid to this illustrious body of Senators, guide them with Your wisdom, courage, and kindness. May they remember Your words to the ancient people of Israel: "No king is saved by the size of his army; no warrior escapes by his great strength. A horse is a vain hope for deliverance; despite all its great strength it cannot save. But the eyes of the Lord are on those who fear Him, on those whose hope is in His unfailing love, to deliver them. . . ." (Psalms 33)

And God bless our new President, George W. Bush, who served Texas so very well. Keep him safe from all harm. Let Your grace descend upon him in abundance. Also bless our new Vice-president, Dick Cheney. Give him health and protect him.

May Your right hand be as a shield and buckler to these two against the assaults of the enemies of freedom, liberty, and justice, the principles upon which our great nation was founded. Amen.
