	PROCEEDINGS

	The Senate met at 11:00 a.m. pursuant to adjournment and was called to order by the President. The roll was called and the following Senators were present: Armbrister, Barrientos, Bernsen, Brown, Cain, Carona, Duncan, Ellis, Fraser, Gallegos, Harris, Haywood, Jackson, Lindsay, Lucio, Madla, Moncrief, Nelson, Ogden, Shapiro, Shapleigh, Staples, Truan, Van de Putte, West, Whitmire, Zaffirini, Mr. President. Absent-excused: Bivins, Sibley, Wentworth. The President announced that a quorum of the Senate was present. The Reverend Matt B. Gaston, United Methodist Church of the Disciple, DeSoto, offered the invocation as follows: O God of all people and over all politics, we thank You this day for the privilege to serve. The time for railing, recounting, and rancor has passed. The time for serving is about to begin. Unite us, O Lord, in that one glorious calling. From page to politician, from paper organizers to security personnel, whisper to us the joyful importance of serving Your people in this state. By Your spirit, humble our spirits that we will hear with our hearts the hurts, the needs, and the dreams of all Your people, and in so doing, be good stewards of their trust. O God, as Your annointed leaders and called prophets of old, speak to these women and men—our elected leaders—Your word of shalom, of peace and justice this day, that they might be servants and standard-bearers of the same for Texas and, more importantly, for Your kingdom on Earth, as it is in heaven. Amen. On motion of Senator Truan and by unanimous consent, the reading of the Journal of the proceedings of yesterday was dispensed with and the Journal was approved. SENATE RESOLUTION 25 Senator Fraser offered the following resolution: WHEREAS, The city of Breckenridge, Texas, has undertaken a remarkable artistic endeavor to enhance its downtown area by commissioning the creation of a series of murals, and this project has indeed brought the town great distinction; and WHEREAS, Billy Ines painted the striking murals, most of which are based on the photographs of Basil Clemons, who was a resident of Breckenridge for many years; working primarily in black-and-white, Mr. Ines has successfully captured the nuances of a bygone time; and WHEREAS, Using building exteriors as his canvases, including one two stories high and a half-block in length, Mr. Ines has depicted detailed scenes from Breckenridge's boom era, as well as a tribute to the town's championship football teams titled "The Spirit of the Buckaroos"; and WHEREAS, The murals have already garnered considerable praise, and in 1999 they were selected as the state's best public improvement project by the Texas Downtown Association; and

	WHEREAS, In addition to their intrinsic beauty, the murals reflect Breckenridge's proud past while enshrining its unique heritage for future generations; in light of this notable civic achievement, it is most appropriate that the city receive special legislative recognition; now, therefore, be it RESOLVED, That the Senate of the 77th Texas Legislature hereby recognize Breckenridge as the Mural Capital of Texas and commend the city and Mr. Ines for their significant contributions to the artistic landscape of the Lone Star State. The resolution was read. On motion of Senator Truan and by unanimous consent, the names of the Lieutenant Governor and Senators were added to the resolution as signers thereof. The resolution was adopted by a viva voce vote. SENATE RESOLUTION 41 Senator Moncrief offered the following resolution: WHEREAS, Throughout the nation, Americans are seeking innovative solutions to prevent blindness and help those affected by this disability, and some of the most successful programs have been those implemented by the Texas Commission for the Blind; and WHEREAS, Enacted by the Texas Legislature in 1997, the Blindness Education, Screening, and Treatment (BEST) Program educates Texans who are at risk for blindness; in addition, its initiatives include public vision screenings and providing treatment for Lone Star State residents that lack the necessary resources for medical eye care; and WHEREAS, Spreading the word about the BEST Program through public service announcements and other media, the Texas Commission for the Blind has greatly increased the public's knowledge and understanding of blindness; moreover, the organization's ongoing efforts have raised awareness among groups that are more prone to blindness; and WHEREAS, January 2001 is National Glaucoma Awareness Month, and in conjunction with this noteworthy occurrence, the Texas Commission for the Blind is encouraging Texans who are at risk for blindness to have an optical examination; and WHEREAS, With its proactive approach to detecting blindness and its commitment to serving persons who have impaired vision, the Texas Commission for the Blind has made a positive impact throughout the entire State of Texas, and it is most appropriate to take this opportunity to pay tribute to this outstanding state agency; now, therefore, be it RESOLVED, That the Senate of the 77th Texas Legislature hereby recognize the Texas Commission for the Blind for its many good works and deeds and urge Texans to support the agency's Blindness Education, Screening, and Treatment Program; and, be it further RESOLVED, That an official copy of this resolution be prepared for the Texas Commission for the Blind as a token of high regard by the Texas Senate.
