SENATE RESOLUTION 57

Senator Zaffirini offered the following resolution:

WHEREAS, The Senate of the State of Texas takes pride in recognizing the members of Washington's Birthday Celebration Association and the association's president, Saba Zapata III, on their successful annual planning of the celebration of Washington's Birthday in Laredo; and

WHEREAS, Every year, the citizens of Laredo have celebrated the birthday of the Father of Our Country; Washington's Birthday Celebration Association sponsors the celebration to pay tribute to the memory of George Washington and to his virtues and his patriotism; this year is the 102nd birthday celebration; and

WHEREAS, The first meaningful American influence on Laredo occurred during the Mexican War when Captain Mirabeau B. Lamar organized the city and county governments along American lines; after 1847, Laredo had an American government, but a very limited amount of American culture was present; most children grew up speaking Spanish and the holidays were of Mexican tradition; and

WHEREAS, In 1881, the city began to change with the arrival of two railroads, the Texas Mexican from Corpus Christi and the International and Great Northern from San Antonio; the railroads brought immigration from the north, and by the 1890s, Laredo's population was approximately one-fourth Anglo-American; and

WHEREAS, In 1870, the mayor of Laredo decided to add some American celebrations to the traditional Mexican holidays and printed up handbills in honor of George Washington on February 22; no tradition was established, however, until the first formal Washington Birthday Celebration occurred as a two-day event in 1898; and

WHEREAS, Over the years, the holiday in Laredo has gradually emerged into a grand celebration entailing numerous events that cover a two-week period; the yearly celebrations exemplify the spirit and enthusiasm of Laredoans and the pride they take in their city and country; now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 76th Legislature, hereby commend the members of the George Washington Birthday Celebration Association on their patriotism and their dedication and extend best wishes to them for a joyous 102nd birthday celebration; and, be it further

RESOLVED, That a copy of this Resolution be prepared for the association as an expression of esteem from the Texas Senate.

SENATE RESOLUTION 60

Senator Ellis offered the following resolution:

WHEREAS, Dr. Michael E. DeBakey has repeatedly brought worldwide attention to the State of Texas, and particularly to Baylor College of Medicine, The Methodist Hospital, and the Texas Medical Center in Houston, through his achievements as a premier surgeon, a gifted and dedicated teacher, a medical inventor and innovator, and an international medical statesman; and

WHEREAS, Dr. DeBakey has saved thousands of lives through the surgeries he has performed and through the many students and physicians he has taught; and

WHEREAS, He also has saved many lives through the surgical techniques and more than 50 surgical instruments he has invented; and

WHEREAS, Dr. DeBakey was born September 7, 1908, in Lake Charles, Louisiana; and

WHEREAS, As a 23-year-old medical student at the Tulane University School of Medicine, Dr. DeBakey invented a roller-pump, which later became an essential part


of the heart-lung machine, a device that made open-heart surgery possible; and

WHEREAS, During World War II, Dr. DeBakey volunteered for military service and rose to the rank of colonel in the Surgeon General's Office; he served in Europe, and his recommendations led to the development of mobile army surgical hospitals, or MASH units; for his wartime contributions, Dr. DeBakey was awarded the Legion of Merit; and

WHEREAS, After the war, Dr. DeBakey recommended the creation of specialized medical centers throughout the United States to treat wounded military personnel; these recommendations led to the development of the Veterans Affairs Medical Center System; and

WHEREAS, As a member of the Hoover Commission and its Task Force on Medical Services, Dr. DeBakey initiated the efforts that led to the creation of the National Library of Medicine; and

WHEREAS, Already a noted physician, Dr. DeBakey in 1948 accepted the offer to come to Texas to serve as chairman of surgery at Baylor College of Medicine in Houston; and

WHEREAS, Working in Texas during the 1950s, Dr. DeBakey developed many of the surgical procedures that are common today; using dacron that he sewed on his wife's sewing machine, Dr. DeBakey made grafts and used them to repair aneurysms, or balloonings, in the aorta; he performed the first operation to remove deposits from the carotid artery in the neck, marking the first time that surgery could be used to treat strokes; and

WHEREAS, During the 1960s, Dr. DeBakey performed the first successful coronary artery bypass surgery; two years later, he made medical history again when he became the first to successfully use a partial artificial heart to help a patient; Dr. DeBakey also pioneered the field of telemedicine with the first demonstration of open-heart surgery to be transmitted overseas by satellite; and

WHEREAS, Throughout this time, Dr. DeBakey continued to be active as a medical statesman; in 1964, President Johnson appointed him chairman of the President's Commission on Heart Disease, Cancer, and Stroke; and

WHEREAS, The recipient of many honors from heads of state, Dr. DeBakey was awarded the Presidential Medal of Freedom with Distinction from President Johnson, the highest honor a United States citizen can receive, the National Medal of Science from President Reagan, and the Albert Lasker Award for Clinical Research, which is the American equivalent of the Nobel Prize; and

WHEREAS, In 1969, Dr. DeBakey became the first president of Baylor College of Medicine after it separated from Baylor University and became a free-standing, nonsectarian institution; and

WHEREAS, Due to Dr. DeBakey's leadership, Baylor College of Medicine is now regarded as one of the nation's pre-eminent medical schools and a world-renowned health science center; and

WHEREAS, Dr. DeBakey now serves as chancellor emeritus of Baylor College of Medicine and continues to work with the same fervor that has been his lifelong trademark; he recently supervised the first implantations in patients of a heart-assist device that he designed with engineers at NASA; and

WHEREAS, In 1998, Dr. DeBakey celebrated his 90th birthday and his 50th year at Baylor College of Medicine and in Texas; and

WHEREAS, Dr. DeBakey has done so much to improve the lives of all Texans through his work as a surgeon, an educator, and a medical statesman; now, therefore,


be it

RESOLVED, That the Senate of the State of Texas, 76th Legislature, hereby honor Dr. Michael E. DeBakey, chancellor emeritus of Baylor College of Medicine, for his extraordinary career and lifelong dedication to improving the health of all people, and that he be extended sincere best wishes for continued success and happiness in the years ahead; and, be it further

Senator Ellis: Thank you Mr. President and Members. I rise today to honor Dr. Michael DeBakey for 50 years of outstanding service to the Baylor College of Medicine and to the people of Texas. I'm sure that all of you are familiar with Dr. DeBakey's well-deserved reputation as one of the world's most respected and revered cardiovascular surgeons. In his more than six decades as a physician, Dr. DeBakey has treated residents of Texas, presidents, royalty, movie stars and saved many lives from around the world. Dr. DeBakey created the first artificial artery and is the first surgeon to perform a successful coronary artery bypass surgery. He developed and used this first partially artificial heart and has used telemedicine to assist and educate physicians from around the world. On one of my first trips to South Africa, I had the privilege of meeting Dr. Christian Barnard, and the first thing he asked me was, "How is my youthful friend, Dr. DeBakey?" Dr. DeBakey has received international acclaim and has been recognized for many things. One of the things that many people overlook is his commitment to young people. When I was coming out of high school back in 1972, Dr. DeBakey and the folks at Baylor worked with the high school for health professions in Houston to establish what is now the Dr. DeBakey School for Health Professions in Houston, which is one of the most respected high schools to develop young physicians in America. He's joined today by Dr. Ralph Feigin and also by Dan Arnold, two very good friends of mine. A couple of my colleagues in the Senate were asking where did he live a little earlier, because they were wondering how I got this distinction, Senator Brown, of presenting this resolution today. So, I had to do a little checking because I thought he lived at Baylor Hospital,


because every time I had the privilege of going over there he shows up in his scrubs-leaving the operating table, no doubt. But he does live near the medical center, probably about three minutes from the Baylor Hospital in Houston. It is important that he is here today, Senator Carona, because this is your first day back. As I pointed out to you, as long as you keep voting with me, I think I can get you some special care if you ever need it. It is also important, Senator Zaffirini, that he is here today as we celebrate Washington's birthday in her part of the state, because I'm sure that if Dr. Michael DeBakey had been around when our first president was around, he'd even have the fountain of youth at his disposal. Members, I'm very pleased, and would you please recognize the honorable Dr. Michael DeBakey.

Senator Brown: I join Senator Ellis in recognizing Dr. DeBakey on this celebration today-90th birthday, but 50 years of service, not just to Baylor, but to the world in medicine. It makes us very proud, doctor, when we brag about Texas. A lot of times, this day and time, people talk about there are no Texas heroes like we read in the history books. But, I'm here to say, from my perspective, you are one of those Texas heroes. I appreciate the trails that you have blazed for us and for, indeed, people from all around the world. And so, Senator Ratliff, when I come over to your finance committee to talk about funding, please remember these words, if you would, kindly. Dr. DeBakey, congratulations to you.

Senator Lindsay: Thank you Mr. President. I, too, want to honor Dr. DeBakey. I think I have been in the position of being able to work with him for the past 25 years. And I will point out, he probably doesn't know this, but he almost gave me a heart attack one time by asking me to give the commencement address at Baylor College of Medicine, which I did in front of that vast array of professionals out there on a subject that I knew very little about. But, he protected me and carried me through, and I want to thank him for that. He certainly deserves this honor. He runs with good company there, too. Dan Arnold, who was on the hospital district board when I went on the court, kept me out of trouble in that arena. So, congratulations to all of you, and Dr. Feigin as well.

Senator Moncrief: Thank you Mr. President and Members. Senator Ellis, I want to inform you, and I know Dr. DeBakey recalls, I have a special affinity for this gentleman because he performed the first aorta transplant on my grandfather. It is something that allowed him to live a quality life for a lot longer than he would've otherwise. I have seen the many contributions Dr. DeBakey has made for so many, and to be able to stand here and thank you personally for being the outstanding Texan and the outstanding physician that you are, I think, is very important. So, I join in the support of the resolution. Thank you Mr. President.

Senator Gallegos: Thank you Mr. President. Senator Ellis, I also want to join in. Let me tell you about Dr. DeBakey and myself. We go all the way back to the telemetry rooms when I was in charge over the Captain in the telemetry room in Ben Taub Hospital, where the residents there were from Baylor Hospital. My first session over in the House, there was an amendment by a Member, that will go unnamed, to cut the funds for the residency program over at Baylor. When I went to that Member he said, "How did you know about the funds over there?" I said, "Well, look, I worked at Ben Taub Hospital and those residents work on my constituents." So, Senator Ratliff, when I come to you on that-that's why,


Senator Carona, that's why I called you before you went into the hospital, that's what I was going to tell you, I have a friend over at Baylor. But, obviously, you look good. Dr. DeBakey and I go way back, along with a student of his who's a very dear friend of mine, Ken Mattox, who's a chief over at trauma center at Ben Taub Hospital. But, I also want to congratulate you for not only what you have done all over the world, but what you've done for my constituents back home. Thank you.

Senator Lucio: Thank you Mr. President. I, too, join Senator Ellis in recognizing this great American, this great Texan. There's no doubt, doctor, that each Senator on this floor has a story just like Senator Moncrief mentioned moments ago. I, too, want to thank you on behalf of the people of South Texas in the Rio Grande Valley where I'm from. I know that you made it possible for my very best friend, and I say my very best friend, to have a little longer life because of your service in the medical field. His name was Matias Garcia. He spoke very highly of you and loved you very much, and we spoke often of your great work. I want to join those Senators on the floor that know of you and about you and know that you have done a great thing for humanity in our state and our country. Congratulations Sir.

Senator Fraser: Dr. DeBakey, I rise to offer a very heartfelt thanks to you. My father was one of the early heart patients, one of the first people that received a heart surgery. He ended up having nine procedures; he had six full surgeries, three other procedures. After the first surgery he was sent to Houston. You kept my father alive for many years that we had him. On behalf of my family and the other people all across this nation and all across the world, we thank you so much for your service.

ADDRESS BY DR. MICHAEL E. DEBAKEY

Ladies and gentlemen, I would like to thank Governor Perry, Senator Ellis, and all of you for this heartwarming resolution and for the opportunity to say a few words to you. As you know, I moved to Texas from New Orleans 50 years ago to become Chairman of the Department of Surgery at Baylor College of Medicine. At that time some of my colleagues questioned my decision. Baylor, having recently moved from Dallas, was then an undistinguished institution. The Texas Medical Center was in its infancy and the Houston medical community, until my arrival in Houston, there was no board certified surgeon there. Why, then, did I come? I came for a simple reason-opportunity. I saw the opportunity to teach, to teach and conduct research, and to care for my patients. I saw a place where working hard and doing your best would be rewarded. I saw the opportunity to try things that had never been tried before, a place where creative, imaginative innovations would be rewarded. I came here because I believed in the "can do" spirit of Texas. I was right; my colleagues were wrong. Fifty years ago Texas was a land of opportunity and it remains so today. The Texas Legislature deserves much of the credit for that. I hope you will continue to strive toward our noble goal: namely, that every Texan, whether man or woman, whether black, Hispanic, or Asian, or white, every person, regardless of ethnic origin, has an equal opportunity for success and happiness. That is the kind of effort that will make this state even greater in the century to come.

I've had the opportunity to work with many legislators over the years, and I've always been impressed by the sacrifices all of you make to serve the people of Texas.


I've also been impressed by some of the larger-than-life personalities in the Texas Legislature, like Babe Schwartz or Bill Moore. May I also take this opportunity to thank you for the long-standing partnership between the State of Texas and Baylor College of Medicine. I take pride in my own involvement and the work in the 1960s that led to that partnership. Thirty years ago Texas had one of the lowest ratios of physicians to patients of any state in the country. This was not a meaningless statistic. It meant that many Texans did not have access to a physician, and those who could find a physician weren't always certain they were receiving the best quality of care. As a result, people suffered and sometimes people died sooner than they should have. We still have work to do. There are Texans both in the rural areas and in the inner cities who still do not have adequate access to health care. I promise you that we at Baylor College of Medicine are dedicated to working with you, the legislature, to meet those challenges. Today, Baylor College of Medicine is one of the premiere medical institutions of the country. More important, I believe that over the years Baylor College of Medicine has made Texas a better place to live by improving both access to and quality of health care, and you, the legislature, played an important role in that accomplishment. For that, I thank you.

Perhaps I take greatest pride in the many students I have taught over the years. When I first came to Baylor College of Medicine in the 1940s one of our students was named Joe Thigpen. He later gave many years of honest service as a physician in the town of Haskell. He and his wife have a beautiful daughter who married one of her father's patients, a young man named Rick Perry. Governor Perry, I know you're proud of Dr. Thigpen, just as I am.

Let me close by saying again how grateful I am for the honor you have bestowed on me today. I wasn't born a Texan, but today you've made me happy that I chose to become one. Thank you sincerely for this signal honor.

WHEREAS, The Senate of the State of Texas takes pleasure in joining the residents of Orange County in designating Monday, January 25, 1999, as Orange County Day at the Capitol; and

WHEREAS, Orange County's roots can be traced to 1852 when it was created from Jefferson County and named for an early orange grove owned by settler George A. Patillo; and

WHEREAS, Prior to its colonization, the region was inhabited by the Attacapa Indians and visited by the Choctaw, Alabama-Coushatta, Biloxi, and Cherokee; the first community in the area was the Cow Bayou settlement, and the first railroad to serve Orange County was the Texas and New Orleans, which reached the area in 1861; and

WHEREAS, Nestled against the Louisiana border in the southeast corner of Texas, Orange County is bounded by the Sabine and Neches rivers and by Sabine Lake;


known for its coastal soils, the county is two-thirds timbered, and forestry products are top revenue sources; other revenue sources include honey, rice, and horticultural plants; and

WHEREAS, The county is rich in oil production, and petrochemicals, shipbuilding, and lumber processing are lucrative businesses; the county seat of Orange is a seaport and home to museums, theaters, and a branch of Lamar University; and

WHEREAS, Over the years, industrial development and population growth in the county have been managed with care in order to preserve natural habitats and historical sites; the opportunities for fishing, hunting, and water sports make Orange County a desirable recreational area, and tourists are attracted by such events as Crawfish Promotion Day and the Gumbo Festival held yearly in the City of Orange; and

WHEREAS, Orange County Day in Austin provides an opportunity for old friends and families to gather in celebration of Orange County's past and its many assets which are enjoyed today by residents and vacationers of all ages; now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 76th Legislature, hereby extend best wishes to the people of Orange County for a joyous and celebratory Orange County Day; and, be it further

RESOLVED, That a copy of this Resolution be prepared for the residents of Orange County as a token of esteem from the Texas Senate.
