The Senate met at 6:40 p.m. pursuant to adjournment and was called to order by the President.

The President announced that a quorum of the Senate was present.

Senator Perry offered the invocation as follows:

Father God, we just thank You for the God that You are. We're in this week where You've showed us so many different things. You showed us grace, You showed us truth, You showed us grief, You showed us pain, but You gave us an example. And it's the ultimate sacrifice by sacrificing Your son. And on Sunday He arose and we have eternity with You because of that. I pray that as we meet with our families over Easter weekend, as we typically do, that it'll be a time of fellowship, friendships renewed, that we'll set aside grievances. Don't let the sun go down if you've got something you need to resolve with your family. If we've been testimony to this session, we've had several of those that have tremendous losses, and we're just reminded how fragile life is. But we're also reminded we have one decision to make on this side of eternity and that's where we're going to spend it. I pray everyone has that decision made that we know that we'll spend it with You. Thank You for the God that You are, that You love us in spite of ourself, the mercy You show and the tendered heartedness that You can give to us if we're just willing to accept it. I just pray for each Member, travel safely to and from the family members that'll be joining them and it'll be a joyful occasion, that we come back refreshed and ready to go back to work for the great state of, the people in this state but, more importantly, I just hope that people have a good day. We just need a really good day with family to remind us what's important in this world. In Jesus' name. Amen.

Senator Zaffirini moved that the reading of the Journal of the proceedings of the previous day be dispensed with and the Journal be approved as printed.

STATEMENT REGARDING SENATE BILL 37

Senator Cook submitted the following statement regarding CSSB 37:

Our higher education institutions are a point of pride in Texas. SB 37 undermines trust in our institutions' ability to foster free thought, exploration, and critical thinking. This bill gives the government broad authority to intervene in curriculum and hiring practices, stifling the sacred academic independence of college faculty members. The prohibition on curricula that endorses "specific public policies, ideologies, or legislation" lacks clarity and leaves the door open for government policing of faculty and curriculum as they see fit. I fear this will lead to broad censorship of subjects such as racial discrimination and LGBTQ+ history. The darkest periods of our nation's history have been accompanied by censorship of professors and students. We must trust our faculty, staff, administration, and students to work collectively to ensure our community colleges, universities, and health institutions remain rigorous and relevant. The government should not intrude on these institutions' autonomy. By doing so, we risk harming Texas' standing as home to world-class higher education institutions.
