Heavenly Father, we come before You today with hearts humbled by the responsibility entrusted to us. We ask for Your wisdom to guide the deliberations of this legislative body. Grant each leader clarity of thought, strength of conviction, and a spirit of unity as they seek to serve the people of Texas with integrity and justice. Bless this Chamber with patience and respect, fairness, and a commitment to the common good that will mark every discussion. Help us listen with understanding, speak with wisdom, and act with courage in the face of challenges. We pray for the people of our great state, those in need, those who protect and serve, and those who labor each day for a brighter future. SENATE RESOLUTION 319

Senator Hughes offered the following resolution:

WHEREAS, Members of the Sheriffs' Association of Texas are gathering in Austin on March 25, 2025, to participate in Sheriffs' Association of Texas Day at the State Capitol; and
WHEREAS, The office of sheriff is one of the oldest in the history of law enforcement; the Texas Constitution created the office in each county of the state, and legislation requires that a sheriff conserve peace and enforce the criminal laws of the state; moreover, the sheriff is responsible for the county jail, bail bonds, civil process, and the security of the courts, and in some smaller counties, the sheriff may also act as the tax collector; and
WHEREAS, The Sheriffs' Association of Texas, which is marking its 150th anniversary, is one of the nation's oldest law enforcement organizations; this esteemed association held its first meeting on August 14, 1874, after McLennan County sheriff Sul Ross, who later became the 19th governor of the Great State of Texas, issued an appeal for the sheriffs of Texas to assemble; association members adopted their preamble calling for sheriffs to assist one another in the execution of laws, in the discharge of their duties against criminals, and in the protection of the citizens in their respective counties and throughout the state; the group continues to follow the dictates of this mission to this day; and
WHEREAS, Sheriffs in our state's 254 counties are elected to four-year terms, and each sheriff is a member of the Sheriffs' Association of Texas; in addition, associate membership in the organization is open to citizens who share an interest in assisting law enforcement officials and supporting crime prevention and policing efforts; and
WHEREAS, The men and women of the Sheriffs' Association of Texas are helping to make the Lone Star State an even safer place, and their work benefits countless people each day; now, therefore, be it
RESOLVED, That the Senate of the 89th Texas Legislature hereby recognize March 25, 2025, as Sheriffs' Association of Texas Day at the State Capitol and commend the members of the organization for their many contributions to their communities and this state; and, be it further
RESOLVED, That an official copy of this resolution be prepared for the Sheriffs' Association of Texas as an expression of high regard by the Texas Senate.

SENATE RESOLUTION 307

Senator Zaffirini offered the following resolution:

WHEREAS, The Senate of the State of Texas is pleased to recognize Mid Rio Grande Border Area Health Education Center in Laredo and to join in celebrating March 24 through 30, 2025, as National Area Health Education Center Week; and
WHEREAS, The Area Health Education Center program was created by the United States Congress in 1971 with the goal to recruit, train, and retain a health professions workforce committed to underserved and rural populations by partnering with academic institutions, local health care providers, and community-based organizations to provide education and clinical training; and
WHEREAS, The Mid Rio Grande Border Area Health Education Center, which was established in 1993, is a nonprofit corporation and has served more than 600,622 individuals in Dimmit, Duval, Jim Hogg, LaSalle, Starr, Webb, Willacy, and Zapata Counties with a wide range of programs; and
WHEREAS, More than 160 alumni of the center are currently practicing as health care providers; more than 90 percent of program participants reported pursuing a higher education, and more than 94 percent reported that the center influenced their choice of career in the health care field; and
WHEREAS, The center provides accredited continuing education conferences for practicing professionals, pipeline programs for students of all ages to spark an interest in health careers, and information to improve the health status and quality of life for residents in the region; and
WHEREAS, For over three decades, the Mid Rio Grande Border Area Health Education Center in Laredo has played a vital role in the provision of quality health education in South Texas, and it is truly fitting that this esteemed organization and similar centers nationwide receive special recognition for strengthening the health professions workforce and improving access to quality care; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 89th Legislature, hereby commend all who contribute to Mid Rio Grande Border Area Health Education Center on their invaluable efforts to improve health care in Texas and in underserved regions across the country and extend to all best wishes for a successful National Area Health Education Center Week; and, be it further
RESOLVED, That a copy of this Resolution be prepared for the center as an expression of esteem from the Texas Senate.

Amend CSSB 1 (senate committee report) as follows:
In Article VI of the bill, in the Texas Department of Agriculture (page VI-5), add the following appropriately numbered rider:
____.  Financial Assistance for Farmers Impacted by Contract Cancellations. (a) The amount of $50,000,000 is appropriated from the General Revenue Fund to the Texas Agricultural Fund for financial assistance, loan guarantees, and interest rate reductions to Texas farmers and ranchers who are at risk of financial hardship as a result of the cancellation, nonrenewal, or termination of a federal or state agricultural contract, program, or agreement.
(b)  The Texas Agricultural Finance Authority shall establish and publish eligibility criteria and application procedures consistent with its statutory authority under Chapter 58 of the Texas Agriculture Code.
(c)  The Authority shall submit a report to the Legislative Budget Board, the Governor, the Lieutenant Governor, and the Speaker of the House by December 1, 2026, detailing the total amount distributed, the number of farmers assisted, and the impact on preventing loan defaults.

WHEREAS, The life of Sergio Ivan Rodriguez was tragically cut short on December 9, 2024, at the tender age of 15 in his hometown of Houston, Texas; though his time was brief, Sergio left an indelible mark on his family, friends, and community; and it is indeed fitting to name a pedestrian bridge in his memory; and
WHEREAS, Born on March 2, 2009, Sergio was known for his infectious sense of humor and his ability to bring joy to those around him; a dedicated 10th-grade student at Charles H. Milby High School, he was passionate about football and was admired for his talent on the field, where he poured his heart into the game he loved; and
WHEREAS, Sergio's enthusiasm extended beyond sports; he cherished time spent with his family and friends, bonding over shared interests such as movies, video games, and wings, his favorite food; he had a special affection for his cats, Chana and Rambo, and his love for animals further exemplified his kind and compassionate spirit; and
WHEREAS, To honor the memory of Sergio Ivan Rodriguez and recognize the joy and inspiration he brought to those around him, it is fitting to commemorate his life in a way that reflects his enduring spirit and love for his community; now, therefore, be it
RESOLVED, That the 89th Legislature of the State of Texas hereby urge the Houston City Council to construct a memorial pedestrian bridge over the railroad tracks near Charles H. Milby High School in honor of Sergio Ivan Rodriguez, ensuring that his legacy of love, laughter, and dedication to his family and his community will be remembered for generations to come; and, be it further
RESOLVED, That the secretary of state forward an official copy of this resolution to the Houston City Council.
