SEVENTEENTH DAY
(Wednesday, March 8, 2023)

The Senate met at 11:05 a.m. pursuant to adjournment and was called to order by the President.

The roll was called and the following Senators were present:  Alvarado, Bettencourt, Birdwell, Blanco, Campbell, Creighton, Eckhardt, Flores, Gutierrez, Hall, Hancock, Hinojosa, Huffman, Hughes, Johnson, King, Kolkhorst, LaMantia, Menéndez, Middleton, Miles, Nichols, Parker, Paxton, Perry, Schwertner, Sparks, Springer, West, Whitmire, Zaffirini.

The President announced that a quorum of the Senate was present.

Pastor Jay Gross, West Conroe Baptist Church, Conroe, offered the invocation as follows:

Dear Father in heaven, we come before You today with grateful hearts full of praise for Your goodness and blessings that You have so richly poured out upon us, our families, communities, and this great State of Texas. We acknowledge You as the giver of every good and perfect gift and of our very breath of life. I pray for Your protection for our military and first responders who daily step into harm's way on our behalf. As Your word teaches us that You, O Lord, directly ordained and established human government, and those who serve in that institution are servants in Your hand to provide freedom, justice, order, and peace in accordance with Your will for Your creation. Therefore, I ask for divine wisdom and direction for this Senate, the House of Representatives, our Governor, and all that work therein. This I humbly pray in the name above all names, Jesus Christ our Lord. Amen.

Senator Whitmire moved that the reading of the Journal of the proceedings of the previous day be dispensed with and the Journal be approved as printed.

The motion prevailed without objection.

PHYSICIAN OF THE DAY

Senator Nichols was recognized and presented Dr. Joshua Splinter of LaRue as the Physician of the Day.

The Senate welcomed Dr. Splinter, accompanied by Breanna Harris, and thanked him for his participation in the Physician of the Day program sponsored by the Texas Academy of Family Physicians.

CSSB 728, Relating to the reporting of mental health and intellectual disability information with respect to certain children for purposes of a federal firearm background check.

The bill was read second time and was passed to engrossment by a viva voce vote.

CSSB 372, Relating to creating a criminal offense for the unauthorized disclosure of non-public judicial opinions and judicial work product.

The motion prevailed by the following vote:  Yeas 31, Nays 0.
