The Senate met at 11:00 a.m. pursuant to adjournment and was called to order by the President.

The President announced that a quorum of the Senate was present.
Chaplain James Campbell, Texas Army National Guard, Austin, offered the invocation as follows:
Heavenly Father, creator God, we come before You today giving You praise and honor, and we declare, as the writer of Psalm 118 truthfully declared that, This is the day that the Lord has made, and we will rejoice and be glad in it. Father, we are thankful for the opportunity to gather together as fellow Texans in the greatest state in this nation to carry out the very important legislative work of Texas. I pray, Father, that You would bless each servant-leader assembled here today with an extra measure of Your wisdom and discernment. Give them a spirit of cooperation and teamwork as they robustly debate policies and issues for the betterment of Texas. Father, I ask for Your divine hand of protection upon those present here today, upon our law enforcement officials and EMS personnel, and upon our military serving on the Border and in foreign lands. I pray, Father, that You would keep their families strong, encouraged, and close to You. I ask these things through the name of Jesus Christ. Amen.
Senator Whitmire moved that the reading of the Journal of the proceedings of the previous day be dispensed with and the Journal be approved as printed.
