FOURTH DAY

The Senate met at 1:21 p.m. pursuant to adjournment and was called to order by Senator Birdwell.
The roll was called and the following Senators were present: Alvarado, Birdwell, Blanco, Campbell, Creighton, Eckhardt, Flores, Gutierrez, Hall, Hancock, Hinojosa, Huffman, Hughes, Johnson, King, Kolkhorst, LaMantia, Menéndez, Middleton, Miles, Parker, Perry, Schwertner, Sparks, Springer, West, Zaffirini.
Absent-excused: Bettencourt, Nichols, Paxton, Whitmire.
The Presiding Officer announced that a quorum of the Senate was present.
Pastor Scot Wall, Capitol Commission Texas, offered the invocation as follows:
Heavenly Father, we thank You for all Your many, many blessings to us, the change of seasons, the rain that brings life. We want to honor You with our life and what we do. And so, I ask that You would guide us that we hate what is evil and we cling to what is good and we're devoted to one another in brotherly love. Help us to honor one another above ourselves, and to love one another just as Christ loved us. In Your son Jesus' name, I pray. Amen.
Senator Zaffirini moved that the reading of the Journal of the proceedings of the previous day be dispensed with and the Journal be approved as printed.
The motion prevailed without objection.

On motion of Senator Zaffirini, Senators Nichols and Paxton were granted leave of absence for today on account of family business.
On motion of Senator Zaffirini, Senators Bettencourt and Whitmire were granted leave of absence for today on account of important business in the district.

On motion of Senator Zaffirini and by unanimous consent, the Senate at 1:25 p.m. agreed to recess, pending the receipt of committee reports, until 2:00 p.m. Tuesday, October 31, 2023.
