SECTION ___. (a) In this section:
(1) "Commission" means the Health and Human Services Commission.
(2) "Division" means the Texas Division of Emergency Management.
(b) The commission and the division shall conduct a study to determine the feasibility of developing:
(1) a single intake form that would compile all information needed to obtain disaster assistance from multiple state and federal programs for an individual who needs assistance as a result of a disaster; and
(2) an automated intake system for collecting the information.
(c) The commission and the division shall coordinate with the Federal Emergency Management Agency and other appropriate state and federal agencies to conduct the study under Subsection (b) of this section. The commission and the division must determine whether the Federal Emergency Management Agency and other appropriate state and federal agencies will accept the single intake form.
(d) Not later than September 1, 2020, the commission and the division shall prepare and submit a written report to the legislature containing the findings of the study conducted under Subsection (b) of this section and any recommendations to the legislature.
(e) This section expires January 1, 2021.

(b) The board may use the account only to provide financing for flood projects related to Hurricane Harvey. Financing under this section includes making a:
(1) grant, low-interest loan, or zero-interest loan to an eligible political subdivision to provide nonfederal matching funds to enable the subdivision to participate in a federal program for the development of a:
(A) hazard mitigation plan, under guidelines issued by the Federal Emergency Management Agency or the Texas Division of Emergency Management or the successor in function to those entities; or
(B) public assistance plan, under guidelines issued by the Federal Emergency Management Agency or the Texas Division of Emergency Management or the successor in function to those entities; and
(2) loan to an eligible political subdivision at or below market interest rates for the political subdivision's planning or design costs, permitting costs, or other costs associated with state or federal regulatory activities with respect to a flood project.
(c) A grant or loan awarded under this section:
(1) may be awarded only after the applicant demonstrates that any available insurance, other state funds, and eligible federal funds have been exhausted and that Community Development Block Grant Disaster Recovery funds from the United States Department of Housing and Urban Development have been applied toward the cost of eligible matching funds; and
(2) may not provide more than 75 percent of the portion of the cost of the project that is paid with money other than money from a federal program.
(2) In SECTION 1 of the bill, in added Section 16.455(e)(2), Water Code (page 3, line 57), strike "and".
(3) In SECTION 1 of the bill, in added Section 16.455(e), Water Code, (page 3, line 60), between "applicant" and the underlined period, insert the following:

(4) any other state funds and eligible federal funds have been exhausted and that Community Development Block Grant Disaster Recovery funds from the United States Department of Housing and Urban Development have been applied toward the cost of eligible matching funds

On motion of Senator Lucio and by unanimous consent, the remarks by Senator Zaffirini regarding Joaquin G. Cigarroa Jr. were ordered reduced to writing and printed in the Senate Journal as follows:
Thank you, Mr. President. Mr. President and Members, it is with profound sadness that I move that the Senate adjourn today in memory of Dr. Joaquin Gonzalez Cigarroa Jr. of Laredo, who passed at 3:00 a.m. this morning, at the age of 94. Dr. Cigarroa's achievements and contributions to his profession and to our great state cannot be overstated. He was graduated first from The University of Texas at Austin and later from Harvard Medical School when he was only 22. Since then he practiced medicine for more than 70 years. His honors include being named Mr. South Texas, Laredoan of the Year twice, and a distinguished alumnus of The University of Texas at Austin. What's more, The University of Texas Health Science Center at San Antonio named a distinguished chair after him. He served extensively on numerous state boards and committees including on the Texas Board of Health and twice on the Texas Higher Education Coordinating Board. A determined advocate for access to health care and education, especially for low-income and minority students, he was President of the Laredo ISD Board, and later served on the Board of Trustees for Laredo College. Fittingly, he was the namesake of Laredo ISD's Dr. Joaquin G. Cigarroa Middle School and Laredo College's Joaquin G. Cigarroa Science Lab. Members, the greatest gift we can give society is to prepare our children to serve, to lead, to care, and to give with honesty and integrity, energy and commitment. That is the legacy of Dr. Cigarroa and his wife, Bobbie, who at my last count had 10 children, including former UT Chancellor Francisco Cigarroa, also 29 grandchildren and three great-grandchildren. Their emphasis on education has resulted in their children cumulatively earning 24 degrees. Believe me, they are well prepared to serve our society. We are consoled by knowing that Dr. Joaquin Gonzalez Cigarroa Jr. will live forever in the hearts and minds of all of us who always love and honor him. May he rest in peace. Thank you, Mr. President and Members.
