On motion of Senator Campbell and by unanimous consent, her remarks regarding SR 329 were ordered reduced to writing and printed in the Senate Journal as follows:

Thank you, Mr. President. Members, do I have an exciting introduction for you today. Today, it's my distinct honor to recognize Captain Tammie Jo Shults. As you recall, think back, Southwest Flight 1380 was en route from New York to Dallas when one of the engines exploded midair, ripping open the side of the plane, causing rapid decompression where one life was lost. But quick action saved 148 souls. Shults and her copilot were forced to even use hand signals to communicate because the cockpit was so loud and the plane was shaking. Shults, using her training as a U.S. Naval fighter pilot, calmly landed in Philadelphia. After the remarkable landing, you know, she walked back to the cabin. Goodness, it's a little more exciting than I thought. But she walked back to the cabin and personally comforted each of the surviving passengers, playing out an expectation that her mother instilled in her. Tammie Jo Shults has an accomplished aviation career, becoming one of the first females to fly the F/A-18 Hornet and ran drills in preparation for Desert Storm, just to name a few. She was awarded the rank of lieutenant commander in December 1995 and continued to serve in the Naval Reserve until August 2001. More recently, she was just inducted to the Texas Women's Hall of Fame. Her husband, Dean, is with her today. He's also a pilot for Southwest Airlines. They join us today on the Senate floor to honor her. I also want to recognize Dave Newton, who's up in the gallery. Stand up, Dave. He is the Chief Pilot for Southwest Airlines out of Houston, so he joins us also. I have the privilege of knowing Tammie Jo as an active member of Boerne, the Boerne community and an active member in her church where she teaches Sunday school. Her courage and grit are perhaps only surpassed by her kindness, her humility, and her empathy for others. Members, join me in honoring Captain Tammie Jo Shults for her courageous efforts to land Flight 1380 on April 17, 2018, and for her outstanding service in the United States Navy as a trailblazing female pilot. Captain Shults, Texas salutes you. Thank you.

Floor Amendment No. 1

Amend SB 748 (senate committee report) as follows:
(1)  In SECTION 2 of the bill, strike added Section 33.054, Health and Safety Code (page 2, lines 10-22), and substitute the following:
Sec. 33.054.  REPORT. If the department requires an additional newborn screening test under Subchapter B the costs of which are funded with money appropriated from the newborn screening preservation account, the department shall, not later than September 1 of each even-numbered year, prepare and submit to the governor, the lieutenant governor, the speaker of the house of representatives, and each standing committee of the legislature having primary jurisdiction over the department a written report that:
(1)  summarizes the implementation plan for the test, including anticipated completion dates for implementing the test and potential barriers to conducting the test; and
(2)  summarizes the actions taken by the department to fund and implement the test during the preceding two years.
(2)  Add the following appropriately numbered SECTION to the bill and renumber subsequent SECTIONS of the bill accordingly:
SECTION ____.  Notwithstanding Section 33.054, Health and Safety Code, as added by this Act, the Department of State Health Services shall submit the first report required by that section not later than December 1, 2019.
