The Senate met at 11:00 a.m. pursuant to adjournment and was called to order by the President.

The roll was called and the following Senators were present:  Alvarado, Bettencourt, Birdwell, Buckingham, Campbell, Creighton, Fallon, Flores, Hall, Hancock, Hinojosa, Huffman, Hughes, Johnson, Kolkhorst, Lucio, Menéndez, Miles, Nelson, Nichols, Paxton, Perry, Powell, Rodríguez, Schwertner, Seliger, Taylor, Watson, West, Whitmire, Zaffirini.

The President announced that a quorum of the Senate was present.

Pastor John Stennfeld, Christ Lutheran Church, Austin, offered the invocation as follows:

Dear heavenly Father, we thank You through Jesus Christ, Your dear son, that You have kept us this night from all harm and danger, and we pray that You would keep us this day also from sin and every evil, that all our doings in life may please You. For into Your hands we commend our very selves, our bodies and souls, and all things. Let Your holy angels be with us, that the evil foe may have no power over us. Use us this day, both as individuals and as the servant leaders of this state, as the instruments of Your grace, that through our deeds and decisions and actions, others may be blessed, not only here in Texas but even throughout the entire world. This I pray in Your most holy name. Amen.

Senator Whitmire moved that the reading of the Journal of the proceedings of the previous day be dispensed with and the Journal be approved as printed.

The motion prevailed without objection.

Senator West was recognized and presented Dr. David Schneider of Dallas as the Physician of the Day.

The Senate welcomed Dr. Schneider and thanked him for his participation in the Physician of the Day program sponsored by the Texas Academy of Family Physicians.

Senator Buckingham was recognized and introduced to the Senate the University of Mary Hardin-Baylor football team, 2018 NCAA Division III national champions.

The President announced the signing of the following enrolled resolution in the presence of the Senate:  SCR 12.

Senator Hughes offered the following Motion In Writing:

Mr. President:

I move that a committee of five members of the Senate be appointed by the President to escort the Governor and First Lady of Texas to the Joint Session for the State of the State address on Tuesday.

I further move that a committee of five members of the Senate be appointed by the President to escort the Chief Justice of the Texas Supreme Court to the Joint Session for the State of the Judiciary address on Wednesday.

In accordance with the provisions of HCR 38, the President announced the appointment of the following as a Committee to Escort Governor Abbott and Cecilia Abbott to the Joint Session:  Senators Nelson, Chair; Bettencourt, Hinojosa, Lucio, and Taylor.

In accordance with the provisions of HCR 39, the President announced the appointment of the following as a Committee to Escort Chief Justice Nathan L. Hecht to the Joint Session:  Senators Whitmire, Chair; Buckingham, Creighton, Hancock, and Huffman.

On motion of Senator Whitmire and by unanimous consent, the Senate at 12:07 p.m. agreed to recess until 11:00 a.m. Friday, February 1, 2019, for the introduction of bills and resolutions on first reading.

The Senate further agreed to adjourn, upon completion of the introduction of bills and resolutions on first reading, until 10:00 a.m. Tuesday, February 5, 2019.
