Senator Birdwell offered the following resolution:

WHEREAS, The Senate of the State of Texas is pleased to recognize Robert Griffin III for his many outstanding achievements; and
WHEREAS, Robert is the quarterback of the Washington Redskins of the National Football League; he was the second overall pick of the 2012 draft after a stellar career at Baylor University that saw him set or tie 54 school records; and
WHEREAS, He was named the winner of the 2011 Heisman Trophy, given annually to the most outstanding player in college football; he led the 2011 Bears to a record of 10-3 and the school's first bowl victory in 19 years, and he was a consensus all-American and the Big 12 Offensive Player of the Year; and
WHEREAS, Blessed with a combination of speed, arm strength and passing accuracy, and a cerebral approach to the game, he has continued to be successful in the National Football League, leading the Washington Redskins to a playoff berth as a rookie; and
WHEREAS, Robert is respected and admired by fans, teammates, and opponents alike; he handles himself with great dignity and is a wonderful role model, and it is truly fitting that he be recognized for his accomplishments; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 83rd Legislature, hereby commend Robert Griffin III on his exemplary accomplishments and extend to him best wishes for continued success in all his endeavors; and, be it further

WHEREAS, The mission of Texans Uniting for Reform and Freedom is to defend the property rights of Texans and the freedom of Texans to travel; and
WHEREAS, Texans Uniting for Reform and Freedom is a nonprofit organization whose goal is to educate the public on transportation issues, in particular those related to tolls and the funding of our highway infrastructure; and
WHEREAS, Texans Uniting for Reform and Freedom is a grassroots group of citizens active in government and united in pursuit of transportation solutions that are fiscally solvent and respectful of property rights even as they serve the public good; and
WHEREAS, Texans Uniting for Reform and Freedom works to provide comprehensive information and address concerns about the state's financing of toll roads and potential tolling of corridors; and
WHEREAS, Texans Uniting for Reform and Freedom has been crucial in bringing public awareness to concerns related to comprehensive development agreements and the Trans-Texas Corridor; and
WHEREAS, Texans Uniting for Reform and Freedom champions the taxpayer's right to transparency and accountability of state government agencies; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 83rd Legislature, hereby recognize March 12, 2013, as TURF Day at the Capitol and call on all Texans to actively engage in the political process; and, be it further

The Texas Medical Board and the Texas State Board of Pharmacy shall jointly adopt rules for physicians, and the Texas Optometry Board and the Texas State Board of Pharmacy shall jointly adopt rules for therapeutic optometrists, to govern the packaging, labeling, and dispensing of aesthetic pharmaceuticals under this chapter.

Israel M. Nájera

Senate Resolution 446

WHEREAS, The Senate of the State of Texas honors and pays tribute to the life of Brownsville resident Israel M. Nájera, who died February 17, 2013, at the age of 88; and
WHEREAS, This loving father and dedicated public servant was beloved by many for his integrity, courage, and abiding work ethic; he taught his children to cultivate opportunity and education and to believe that through concerted effort, they could succeed at anything; and
WHEREAS, Born October 14, 1924, Israel Nájera lost his father at the age of three and became a shoeshine boy at the age of six; the Great Depression had just begun, and he quickly learned that innovation and determination were keys to survival; when he was 16 years old, he joined the Civilian Conservation Corps and served in New Mexico; and
WHEREAS, After returning to Brownsville, he took a job with the Brownsville Fire Department in 1947; he would spend the next 40 years serving his community, ultimately becoming the city's assistant fire chief; he belonged to the International Association of Fire Fighters and was a charter and lifetime member of Brownsville Local 970; and
WHEREAS, Mr. Nájera was widely respected in his hometown of Brownsville; he was involved in many civic activities, and his friends and colleagues admired his devotion to his family and the way in which he passed down his values to his children and grandchildren, who will forever cherish his memory; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 83rd Legislature, hereby extend sincere condolences to the bereaved family of Israel M. Nájera; and, be it further
RESOLVED, That a copy of this Resolution be prepared for his family as an expression of deepest sympathy from the Texas Senate, and that when the Senate adjourns this day, it do so in memory of Israel Nájera.

Karen E. Gray

Senate Resolution 419

WHEREAS, The Senate of the State of Texas joins the citizens of Balch Springs in mourning the loss of longtime city council member Karen E. Gray, who died February 4, 2013; and
WHEREAS, Karen Gray was an exceptional public servant whose dedication, professionalism, and determination to do the right thing had a profound impact on her community; and
WHEREAS, Karen Gray moved to Balch Springs as a young woman and soon became active in the life of the city she adopted as her hometown; she served as a volunteer for numerous organizations in addition to her work in public service; and
WHEREAS, Karen served for three terms on the city council, and during her tenure, she focused her efforts on ensuring that the city remained fiscally sound; she also served on the Dallas County Water Control and Improvement District 6 Board of Directors, the Balch Springs Planning and Zoning Commission, the Civil Service Commission, and the Animal Advisory Board; and
WHEREAS, A woman of integrity, kindness, and courage, she earned the respect and admiration of her colleagues and area citizens, and her generous spirit and enthusiasm for living each day to the fullest will not be forgotten by those who were privileged to share in her life; now, therefore, be it
